Official answer

30

beans

How to estimate it

Fermi’s official “Napkin math”

The classic Toblerone is a 100 gram bar, and it is milk chocolate, so how much of it is actually cacao? Maybe a quarter. A cacao bean is about the size of an almond, so call it a gram of usable cacao once the shell is off.

Toblerone bar
100 g
Cacao share of milk chocolate
× 25%
25 g, at about 1 g a bean
≈ 25 beans

Rounded assumptions may give a slightly different estimate. The official answer above is the game’s reference value.

Source calculation & reference
Standard Toblerone bar
100 g
Cocoa solids, per the label
× 28% = 28 g
Usable cacao per dried bean
≈ 1 g
28 ÷ 1
≈ 30 beans

Reference cited by Fermi: Toblerone milk chocolate label (100 g bar, 28% cocoa solids minimum)

Compare by ratio: divide the larger number by the smaller one. The closer to 1×, the better.
